Alameda Public Utilities Board President Jerry Serventi Appointed as NCPA Chair

ALAMEDA, CA – Northern California Power Agency (NCPA) Commissioner and City of Alameda Public Utilities Board (PUB) President Jerry Serventi has been appointed to serve as Chair of NCPA. Chair Serventi has been a member of the Alameda PUB since 2017 and has served as President since 2021. He has served on the NCPA commission since 2018.

Chair Serventi brings over 35 years of engineering expertise to the Alameda PUB and NCPA. He retired as the director of engineering of the Port of Oakland after 30 years of service. In that role, he was responsible for the engineering division's staffing, budgeting, and management. The division’s responsibilities included environmental planning and permitting; engineering planning, design, and construction management; maritime facilities maintenance; and the port’s utility administration operations.

As a member of Alameda’s Public Utilities Board, Chair Serventi has been an integral part of many projects and initiatives. The most noteworthy was the transition to 100% clean energy for all Alameda customers while maintaining rates 35% below PG&E, saving Alamedans $35 million this fiscal year. Under President Serventi, AMP has also increased the number and type of rebates available to help Alamedans reduce their carbon footprint, with an emphasis on increasing low-income participation. During his time with NCPA, Chair Serventi has represented AMP and NCPA at meetings with legislators in Sacramento and Congressional members include Senator’s in Washington DC, emphasizing the importance of legislative items and other potential opportunities that would benefit public utilities and their rate payers.

“Chair Serventi has served Alameda’s Public Utilities Board for the past 5 years and his experience and leadership in public power will be a great asset to the NCPA leadership team,” said Alameda Municipal Power General Manager Nicolas Procos. “We are delighted that he will be the first Chair of NCPA from Alameda in the 50+ year history of NCPA.”

In addition to his role with the NCPA and Alameda PUB, Chair Serventi has served on the boards of the Bay Planning Coalition and the California Marine Affairs and Navigation Congress. Chair Serventi holds a bachelor’s degree and a master’s degree in Civil Engineering from the University of California at Berkeley and is a licensed civil engineer in the state of California.
